Starter Guide to Unsecured / Government-Guaranteed Loans

Last updated:

General information only. Not financial advice. Rates and terms change; confirm with the lender and the official scheme page before you apply.

1. The short version

  • What it is: A bank lends money to your company without you pledging a house or land. If the loan goes bad, a government agency (CGC or SJPP) covers part of the bank's loss (30%–85%, depending on the scheme).
  • Who lends: The bank lends and the bank approves. CGC / SJPP only guarantee. They do not lend directly.
  • How to apply: Apply directly to a participating bank (officially called a PFI). The bank submits the guarantee for you. You do not need to approach CGC / SJPP yourself.
  • Who it suits:
Good fitNot a good fit
SMEs ≥51% owned by MalaysiansCompanies with foreign ownership >49%
Steady business with bank statements to show itJust started, no bank statement history yet
Clear use for the money (working capital, buying equipment/software)Want a new loan to pay off an old loan (most schemes don't allow it)
No collateral, but a clean credit recordCredit record shows unresolved late payments

2. Check yourself first: 5 questions

A "No" on any question doesn't mean you can't apply. It means fix it first, or pick a different scheme.

#QuestionWhy it mattersIf "No"
1Has the company been operating for at least 6 months? (some schemes need longer)Each scheme has a minimum time in businessOnly look at schemes open to new companies (e.g. BNM-CGC PG Startup)
2Do Malaysian citizens own and control ≥51%?A hard condition for almost every government guarantee schemeThese schemes basically won't apply to you
3Do the company and its directors have no unresolved late payments on CCRIS / CTOS?Banks usually checkPay off / sort it out first, then apply
4Do you have complete company bank statements for the last 6 months?Banks usually look at the last 6 months of money in and outRun all collections through the company account, build up a few months, then apply
5Can you clearly explain what the money is for?The purpose decides which schemes you can use; many schemes don't allow paying off old loansWrite down the purpose and amount first, then match it to a scheme
